As the final episode of Rosario Vampire season 1, Public Safety Commission and Vampire brings all of the show's elements to a thrilling conclusion. Set amidst the backdrop of Yokai Academy, a school for supernatural beings, the episode continues to follow Tsukune Aono, a human who has enrolled in the academy after accidentally finding himself there. Alongside his classmates, a variety of vampires, succubi, and werewolves, Tsukune has faced numerous challenges, but in this episode, he must confront a threat that threatens the existence of the academy itself.
At the beginning of the episode, the Public Safety Commission, the organization that oversees Yokai Academy, arrives on campus. Their arrival is not coincidental, as they are investigating a series of attacks on humans by monsters. The tension is already high, as the Commission's mandate is to ensure the safety of humans, which is at odds with the school's goal of keeping its students' true identities concealed. Additionally, the Commission is staffed by monsters, so there is a degree of mistrust between them and the students.
Tsukune and his classmates initially react to the Commission's arrival with a mixture of curiosity and apprehension, but things quickly spiral out of control. A rogue vampire named Kuyou, who wants to expose the existence of monsters to humans, takes advantage of the situation to launch an attack on the school. He has enlisted several other vampires to help him, and they are able to infiltrate the school with ease, as they are not subject to the security measures in place for human visitors.
The students soon find themselves in a fight for their lives. The vampires that Kuyou has recruited are powerful and ruthless, and they start to pick off the students one by one. In the face of this threat, the school's headmistress, a powerful witch named Shizuka Nekonome, calls upon the Public Safety Commission to help defend the school. Although the Commission is hesitant at first, they eventually agree to help, as they realize the gravity of the situation.
The ensuing battle is intense and action-packed. Tsukune and his friends fight valiantly, using their supernatural abilities to hold off Kuyou's minions. They are aided by the Commission, who prove to be powerful allies despite their initial misgivings. However, Kuyou himself is a formidable opponent, and his determination to expose the existence of monsters gives him an added layer of motivation. It quickly becomes clear that the battle will not be won easily.
Despite the odds, the students refuse to give up. Tsukune, in particular, is determined to protect the school and his friends from harm. He uses a newfound power to fight back against Kuyou, and with the help of his friends and the Commission, he is able to bring Kuyou down. However, the aftermath of the battle is not without its consequences. The Public Safety Commission is forced to acknowledge that Yokai Academy is not as safe as they thought, and they vow to increase their monitoring of the school. Additionally, Tsukune and his friends realize that their fight is far from over, as there are still those who would seek to expose the existence of monsters to humans.
Public Safety Commission and Vampire is a thrilling and action-packed finale to an already exciting series. The action and stakes are high, and the episode does an excellent job of tying together all of the show's previous plot threads into a satisfying conclusion. The characters are all fully realized and sympathetic, and viewers will find themselves rooting for them as they fight to protect their school and their identities. Overall, this episode is a must-watch for fans of supernatural action and drama.
