In Psycho-Pass season 1 episode 20, titled "Where Justice Lies", we see a continuation of the central plot arc as Akane, Kogami, and the rest of the Division 1 team work to take down Makishima and his plan to disrupt Sibyl's control. The episode takes a heavy focus on the theme of justice - what it means to each character, how it's been challenged, and where it ultimately lies.
The episode opens with a flashback to Kogami's time as an investigator in South East Asia. He is tracking down the mastermind behind a series of bombings when he encounters a vigilante by the name of Shogo Makishima. Makishima shows him how the justice system in the country is flawed and easily manipulated by those in power, leading Kogami to question whether "justice" is even possible in a corrupt system.
Back in the present, Kogami is still grappling with this question as he struggles to apprehend Makishima and bring him to justice. Meanwhile, the rest of the team works to track down the location of Makishima's hideout and uncover any potential weaknesses in his plan.
As the episode progresses, we see flashbacks and character backstories that shed light on each character's understanding of justice. From Ginoza's rigid adherence to the law to Akane's belief in the inherent value of human life, every character grapples with what justice looks like in a world where AI-controlled systems make many of the decisions.
The tension reaches a climax when the team finally locates Makishima's hideout and moves in to make their move. But Makishima is always one step ahead, and their efforts are quickly thwarted. In the heat of the moment, Kogami is forced to confront his own sense of justice as he is faced with the possibility of taking a life.
In the end, "Where Justice Lies" presents no easy answers or resolutions. Each character is left to grapple with their own understanding of justice and the role they play in upholding it within their world. It's a thought-provoking episode that leaves the audience questioning the nature of justice and the systems put in place to maintain it.
