The case that Akane and Kogami are assigned is the murder of a woman who has been dismembered. The investigation takes Akane and Kogami to the house of the victim's ex-boyfriend, Ryuji Saiga, who was a former surgeon. Initially, Saiga denies any involvement with the murder, but as the investigation progresses, Akane discovers that there is more to Saiga's past than he is willing to admit. Akane also discovers that Saiga was involved in inhuman experiments while he was a doctor, which had caused the death of his patients. Ryuji's behavior throughout the investigation suggests his involvement in the murder.
Meanwhile, a hacker named "Choe Gu-sung" is spreading rumors about the inspectors, the enforcers, and the public safety bureau, taking advantage of the paranoia about people's "Psycho-Pass". His actions cause mass panic, and the public believes the Public Safety Bureau is after innocent people with high crime co-efficients. The hacker's true identity is hidden behind a virtual avatar that makes him look like a cute little panda.
Akane and Kogami continue their investigation and finally reach a breakthrough. They find that Ryuji had his young brother undergo surgery and become a donor for his own body, to make himself immune from the Dominator gun, which can only fire at persons detected as criminals. Ryuuji saw the woman he killed as a hindrance to achieving his goal.
The story takes a dramatic turn when the inspectors confront Ryuji, and he reveals his mad plan. However, no matter how well thought-out his plan was, Kogami and Akane remain vigilant. In the end, the enforcers restore order, and Ryuji is taken into custody.
The second episode of Psycho-Pass season 1 flawlessly picks up where the first episode leaves off. The audience is introduced to a new character, Ryuji, who, at the outset, seems calm and composed. Still, as the episode progresses, his sinister background comes to light, making him a suspect in the ongoing murder investigation.
Those Capable shows depth in the main characters' personalities, allowing the audience to have a deeper understanding of the world they live in - one ruled by the system's efficiency above all else. The episode explores themes of power, morality, and the price of perfection.
Overall, Psycho-Pass season 1 episode 2 "Those Capable" is a thrilling continuation of the series, presenting a morally challenging system, and a world that is as captivating as it is frightening.
