They find that Ryuji had his young brother undergo surgery and become a donor for his own body, to make himself immune from the Dominator gun, which can only fire at persons detected as criminals. Ryuuji saw the woman he killed as a hindrance to achieving his goal.

The story takes a dramatic turn when the inspectors confront Ryuji, and he reveals his mad plan. However, no matter how well thought-out his plan was, Kogami and Akane remain vigilant. In the end, the enforcers restore order, and Ryuji is taken into custody.
