In the thirteenth episode of Psycho-Pass season 1, titled "Invitation from the Abyss," we see the aftermath of the previous episode's events where Kogami takes down Makishima, the mastermind behind the recent riots and mass murders happening in the city. Akane and her team must now deal with the aftermath of Makishima's defeat and the fallout from the Sybil System's revelations.

The episode starts with Ginoza and his team discussing the possibility of Makishima's death being a hoax, which only adds to the confusion and destabilization of the already fragile society. Meanwhile, Akane and Kogami have a brief conversation where Kogami finally reveals his true intentions and current whereabouts. He tells Akane that he plans on leaving the country and living a life away from the Sybil System.

As Akane and Kogami part ways, Akane is summoned to an emergency meeting with the Chief. She learns that a hacker group called the "Non-Latent Criminals" has infiltrated the Sybil System and stolen a large amount of confidential data, which they plan to release to the public. Their demand is the abolition of the Sybil System, citing its flawed judgment and inhumane treatment of its citizens.

With the potential of the entire country collapsing into chaos, Akane and her team must resolve the situation before it's too late. They start their investigation by tracking down the whereabouts of the hacker group, where they discover they are located in an underground facility.

Akane and her team infiltrate the facility only to find that the Non-Latent Criminals are being led by the infamous criminal and hacker, Saiga Jouji. Saiga's plan is not just to release the data, but to also use it to take down the Sybil System completely. Akane and Saiga engage in a heated debate about the ethics of the system, with Saiga arguing that the Sybil System takes away humanity and individuality which is the core of what it means to be human.

As tension escalates and violence ensues, the team must do what they can to take down Saiga and prevent the data from being released. Akane is faced with a difficult decision of whether to side with Saiga and his anti-Sybil System ideologies or to continue to uphold the law and protect the peace.

In this episode, the lines between right and wrong blur as the characters are forced to confront the harsh realities of the Sybil System and its impact on society. The Non-Latent Criminals bring attention to the flaws in the system, making the viewer question whether the system is truly just or simply oppressive. As the season builds towards its climax, the stakes are higher than ever and the future of the society hangs in the balance.
