With the apparent victory in the High Court, RES moves their construction plans forward. Dramatic events over the next few months lead to yet another Public Inquiry. Eventually, a final but controversial decision is made.

3. The Challenge

A year and a half later, a window to challenge, in the High Court, the planning inspector's decision is coming to a close. At the 11th hour, Mike Hulme, the local resident who was initially friendly, brings forth the challenge.

2. The Decision

January 1, 1970

The local authority has come to the decision to turn down planning permission for the Den Brook Windfarm. Rachel Ruffle responds by taking up an appeal against the decision. Determined to let the council's decision stand, the local action group takes on a barrister to fight their case. Meanwhile, local resident Mike Hulme is increasingly disillusioned in his attempts to get the noise data he says Rachel's company RES promised him. He takes his case to the planning inspector, convinced the noise from the nine 120-metre high turbines will negatively impact the town. When the inspector makes his decision there are scenes of huge joy and severe disappointment.
