Top Cat season 1 episode 9, also known as Naked Town, takes place in the bustling metropolis of New York City. The episode sees Top Cat and his gang of street-savvy felines getting themselves into yet another sticky situation. The episode starts with Top Cat and Benny the Ball sitting on a bench, watching a group of construction workers demolishing a building across the street. Top Cat muses about how they are always tearing down the old to make way for the new in the city.
As they watch, a truck pulls up, and out steps Mayor Madison, accompanied by his aide, Mr. Smith. The Mayor announces that the building they are tearing down will be replaced with a new park, one that the whole city can enjoy. He goes on to invite everyone to the grand unveiling of the park the next afternoon, promising music, food, and fun for all.
Top Cat and the gang are immediately excited at the prospect of a new park, and they decide to head to the location of the demolition to see if they can salvage anything useful. They manage to find a few items of interest, including an old sign that reads "Naked Town."
As they head back to their alley, Officer Dibble catches sight of the sign and is outraged. He accuses the cats of being indecent and trying to corrupt the youth of the city. Top Cat and the gang are taken aback by his accusations and try to explain that it is just an old sign they found. However, Officer Dibble is not convinced and tells them he will be keeping an eye on them.
Meanwhile, the Mayor and Mr. Smith are busy preparing for the grand opening of the new park. They are interrupted by a group of angry citizens who are protesting the demolition of the old building. The citizens are outraged that their neighborhood is constantly being torn down in the name of progress, and they demand that the park be built elsewhere.
The Mayor and Mr. Smith are taken aback by the protest and try to calm the citizens down. However, they soon realize that the citizens have a point and decide to rethink their plans for the park.
As the cats continue to explore their new find, they unwittingly get caught up in the protest and find themselves face to face with the Mayor and Mr. Smith. The Mayor is surprised to see the cats and asks them what they are doing there. Top Cat explains that they were just exploring and stumbled upon the protest.
The Mayor takes a liking to Top Cat and asks him to help him come up with a solution to the problem. Top Cat suggests a compromise, where the old building can be saved and turned into a community center, while the new park can be built nearby.
The Mayor is impressed with Top Cat's idea and agrees to consider it. He invites Top Cat and the gang to the grand opening of the park the next day, promising them a special surprise.
The episode ends with Top Cat and the gang enjoying themselves at the grand opening, surrounded by the citizens of the neighborhood. The surprise the Mayor promised turns out to be a statue of the cats, erected in honor of their help in finding a solution to the problem. The cats are overwhelmed by the gesture and grateful for the recognition they have received.
