After a somewhat lackluster rescue mission, Virgil decides to take some time off and visit his longtime friend, Kip. Kip is working on an offshore oil rig and is enthralled by the technology Virgil brings along with him. However, the thrill quickly becomes overshadowed by a much more serious danger when an underwater vehicle explodes, causing the rig to catch fire and start sinking.
As chaos ensues around them, Virgil and Kip realize that their only hope of survival lies in Virgil's Thunderbird 2. Virgil quickly sets to work trying to rescue as many people as he can, but when he finds out that there is someone in the underwater vehicle who is still alive, he knows that he has no choice but to try and retrieve them.
With the help of Parker and Lady Penelope back at base, Virgil comes up with a plan to use a magnetic hook to extract the vehicle from the wreckage. However, as they start the risky operation, things quickly take a turn for the worse.
Out of nowhere, the underwater sea tunnel that Kip and Virgil used to enter the rig suddenly collapses, trapping them inside. With no way out and the clock ticking, it’s a race against time for the rescue team to free them and extract the underwater vehicle before the oil rig sinks to the bottom of the ocean.
