Mulder and Scully are called to investigate an unusual case in a small town where women are reported to have been impregnated by a man with a tail. The town is abuzz with rumors about the mysterious stranger, who is said to have the ability to shape-shift into anyone he wants. Mulder and Scully quickly discover that the man is actually a small-time criminal named Eddie Van Blundht, who has developed the remarkable ability to alter his physical appearance by simply thinking about the person he wants to become.
As the agents dig deeper into Eddie's past, they uncover a series of bizarre and unsettling events that have marked his life, including a strained relationship with his father and a string of failed romantic relationships. Mulder and Scully also learn that Eddie has a particular obsession with Scully, and has gone so far as to undergo extensive plastic surgery to look exactly like her. When confronted with the evidence against him, Eddie readily admits his guilt, arguing that he only wanted to be loved and accepted for who he was.
As the investigation unfolds, Mulder and Scully gradually come to realize that there may be more to Eddie's case than meets the eye. They begin to suspect that his ability to shape-shift may have been caused by exposure to a mysterious substance that was being tested by the government in the area. This leads them to a top-secret government facility where they discover that Eddie's transformational abilities are not as unique as they once thought.
As Mulder and Scully race to stop the government from weaponizing these shape-shifting powers, they must also contend with Eddie's own attempts to use his abilities for his own gain. With the clock ticking down, the agents must stop Eddie before it's too late and he unleashes his powers on the world.
