Mulder and Scully investigate a string of strange lightning strikes in a small Oklahoma town known for its teenage troublemakers. They uncover a pattern of destruction and chaos that leads them to Darren Peter Oswald – a charismatic young man with the power to control electricity.
Darren, who goes by the nickname D.P.O., seems to revel in his abilities and uses them for his own amusement. He's also been targeting anyone who crosses him or threatens his hold over the town, leaving a trail of destruction in his wake. Mulder and Scully are soon on his trail, but they quickly realize that D.P.O. is not to be underestimated.
