The episode opens with Frank on a stakeout near a boatyard where he hopes to find a clue to the Blacksmith's whereabouts. With the help of his new ally, Detective Mahoney, Frank keeps a close eye on the comings and goings of the boatyard's employees. His patience pays off when a cargo shipment arrives that he believes is linked to the Blacksmith's drug trade. Frank springs into action, taking out the guards and investigating the container's contents.
Meanwhile, Dinah Madani, the Homeland Security agent in charge of hunting down the Punisher, finds herself in hot water with her superiors. Her obsession with the case has led her to ignore protocol, and her dangerous game of cat and mouse with Frank has put her career in jeopardy. She receives a stern warning from her boss, but Dinah is determined to catch the Punisher – even if it means going rogue.
As Frank digs deeper into the Blacksmith's operations, he discovers a connection to his former commanding officer, Colonel Schoonover. The Colonel, who was presumed dead, seems to have resurfaced as a powerful criminal mastermind. Frank struggles to reconcile the image of the man he once respected as a mentor with the reality of the ruthless Blacksmith.
The episode reaches a tense climax as Frank, with the help of Micro, infiltrates the Blacksmith's compound.
