Doug and Carrie's home becomes unbearable when the upstairs tenants, Pete and Diane, start renovating their apartment. The constant noise and dust drive Doug and Carrie crazy, and they worry their apartment will never be the same. Meanwhile, Arthur becomes obsessed with a new infomercial product and will stop at nothing to get his hands on it.
