David Banner is back, this time working as a custodian in a university laboratory. His boss, Dr. Clive, is working on a project that tests electromagnetic fields on living organisms, specifically rats. When one of the rats dies unexpectedly, Dr. Clive is quick to dismiss it as a natural outcome of experimentation. However, David investigates the death and discovers evidence of foul play.
David's investigations are complicated by his transformation into the Hulk. He is forced to deal with his alter ego's destructive tendencies while simultaneously piecing together the clues that will bring Dr. Clive's wrongdoing to light. In his Hulk form, David unleashes his fury on the laboratory, destroying equipment and causing chaos. This only further complicates his search for proof that Dr. Clive is responsible for the rat's death.
David is not alone in his investigation. There is a student journalist, Rina, who is also interested in Dr. Clive's electromagnetic experiments. Her curiosity leads her to talk to David about what he knows, and together they work to uncover the truth. However, as they get closer to uncovering the plot, they must also evade the university's security forces, who are now pursuing them with the intent of apprehending them.
In the meantime, Dr. Clive becomes more suspicious of David's activities. He orders his henchman, Paine, to spy on David and Rina, hoping to find out what they know. When Paine reports back to him, Dr. Clive decides to take drastic measures to silence them and protect his project's secrecy.
With time running out, David and Rina must evade their pursuers, uncover the truth behind the rat's death, and expose Dr. Clive's wrongdoing. But they will have to rely on the Hulk's raw power to survive their ordeal.
