These two mischievous fourth graders are constantly getting into trouble at their elementary school, Jerome Horwitz Elementary, and are frequently sent to detention by their grumpy principal, Mr. Krupp.
After a particularly boring day at school, George and Harold decide to have some fun by creating a comic book about their favorite superhero, Captain Underpants. The comic features the adventures of Mr. Krupp, who, after being hypnotized by the boys, transforms into Captain Underpants whenever anyone snaps their fingers.
With the help of their magical 3-D Hypno-Ring and some well-timed snaps, George and Harold enjoy watching their creation come to life. However, when they accidentally snap too many times, they create a new villain, Flabby Flabulous, who has the power to control people with his smelly gas attacks.
As Flabby Flabulous wreaks havoc throughout the school, it's up to Captain Underpants, George, and Harold to save the day and stop the villain from gaining ultimate control over the world.
