Andy Taylor is the sheriff in the small, friendly town of Mayberry and he's always on the lookout for ways to keep the town peaceful and law-abiding. In episode 11 of season 4, entitled "Citizen's Arrest," Andy finally gets a chance to take a break from duty when the town council passes a law allowing citizens to perform arrests.
Despite the council's eagerness to see their new law in action, not everyone in town is on board with the idea. When resident Fred Goss starts making a habit of pulling people over and making unauthorized arrests, it's up to Andy to set him straight and enforce the law.
Meanwhile, Barney Fife, Andy's bumbling deputy, has his hands full with a group of carjackers who are stealing cars in Mayberry and selling them in nearby towns. Barney thinks he has the situation under control, but things quickly go awry when he tries to make an arrest and ends up botching the whole operation.
As the episode unfolds, Andy and Barney struggle to maintain order in a town where the citizens are just as likely to break the law as those charged with enforcing it. With the help of some unexpected allies, they must find a way to get the situation under control before Mayberry devolves into complete chaos.
