Barney is excited as the Governor of North Carolina is planning to pass through Mayberry and is expected to stop and say hello. Barney thinks it's the perfect opportunity to use his gubernatorial contacts to further his career. He begins by requesting the Governor's autograph and arranging a parade in his honor. However, things don't go as planned as the Governor arrives incognito with his wife, intending to have a quiet visit and avoid the fanfare.
Meanwhile, the town council is worried about Mayberry's finances and is trying to convince Andy to apply for a grant to improve the infrastructure. Andy is hesitant as he knows the grant comes with several conditions, including hiring a consultant from out of town to supervise and manage the project. However, the council insists that it is the only way to get the much-needed funds.
As the Governor arrives, Barney is adamant about getting his autograph and impressing him with his knowledge of guns and law enforcement. However, things quickly spiral out of control as Barney accidentally fires his gun in the air, causing chaos among the crowd. In the commotion, the Governor's wife gets separated from him, and Barney ends up escorting her around town, trying to locate her husband.
Meanwhile, Andy is trying to convince the council that it is not worth taking the grant as it will only cost more money, time, and hassle. The consultant, Mr. Jenkins, arrives in town, and Andy is unimpressed with his condescending attitude and "big city" ways. Despite his reservations, Andy is forced to work with Mr. Jenkins, who insists on implementing several unnecessary changes to the town, causing frustration and confusion among the locals.
As Barney and the Governor's wife continue to search for the missing Governor, they end up at the jail, where the Governor is being held for his own protection. Barney convinces the Governor to take a ride in his squad car, thinking that it will impress him. However, things quickly go wrong as Barney accidentally locks himself and the Governor in the car, leaving them stranded on a deserted road.
Meanwhile, Andy is having a tough time dealing with the changes that Mr. Jenkins is implementing. He realizes that the consultant is trying to change Mayberry into something that it is not, and it's causing unrest among the locals. Andy tries to reason with Mr. Jenkins, but it falls on deaf ears. Eventually, the situation reaches a boiling point, and Andy has to take matters into his hands to set things straight.
In the end, everything works out as the Governor is reunited with his wife, and Barney learns that his obsession with impressing the Governor is causing more harm than good. Andy convinces the town council not to take the grant, realizing that doing things the Mayberry way is the best way. Mr. Jenkins realizes the error of his ways and leaves town, and everything goes back to normal in Mayberry.
