As Rimuru explores the new world of Demon Lords, he learns that there are strict rules that govern their behavior. Demon Lords are not allowed to fight amongst themselves unless it's on equal terms. This rule is designed to keep the balance of power and prevent any one Demon Lord from becoming too powerful. However, Rimuru is quick to realize that Milim doesn't follow any rules and does whatever she wants. She is feared by everyone, which makes her a valuable ally and a dangerous enemy.
The episode then jumps to Milim, who is living it up in her own private castle. It's clear that she enjoys being a Demon Lord and is always looking for something to keep her entertained. Her character is designed to be unpredictable, and this episode showcases that perfectly. She's quick to become friends with Rimuru and enjoys his company, but at the same time, she's also looking for a challenge. Milim has a reputation for devouring everything around her, and we get a glimpse of her personality in a scene where she purposefully destroys this picturesque town to stoke her own desires.
Overall, "The One Who Devours All" is an excellent episode that focuses on the introduction of Milim and the world of Demon Lords. The character development is well done, and we get to see a different side of Rimuru as he adjusts to his new power. The episode ends with the suggestion that Rimuru needs to keep an eye on Milim and her motives. But, at the same time, it also hints that Rimuru is a shrewd enough being to use her reputation to his advantage. Overall, it's an exciting episode filled with great scenes of action, character building, and world-building that sets up the future episodes of the season.
