In the fourth episode of the fourth season of Teenage Mutant Ninja Turtles, entitled "Sons Of The Silent Age," the heroes in a half-shell face a new enemy who is using music to hypnotize and control his victims.
The episode begins with the Turtles enjoying a music festival in the city when they notice something strange happening. People in the crowd are acting strangely and zombie-like, completely under the control of a mysterious figure on stage. The Turtles quickly spring into action to investigate, but the figure quickly disappears before they can catch him.
Using their ninja skills, the Turtles track the figure down to a nearby recording studio. The figure turns out to be a mutant warthog named Hogman, who has the ability to control people's minds with his music. Hogman explains that he was once a singer who struggled to make it big, but after he mutated, he discovered he could use his voice to control people and become famous.
The Turtles are appalled by Hogman's actions, but he insists that he's not doing anything wrong. He argues that he's giving people what they want - a way to escape their problems and feel good - and that he's using his powers for good by raising money for charity and helping people forget their troubles for a little while.
The Turtles don't buy Hogman's justifications, but they realize that they can't just stop him by force. They need to find another way to neutralize his powers and stop him from hurting people with his music.
Meanwhile, April and Casey investigate a series of break-ins at music stores around the city. They discover that the break-ins are connected to Hogman's music, and that the thief is a young boy named Tyler who is being controlled by Hogman's powers.
April and Casey manage to free Tyler from Hogman's influence and bring him back to the lair, where the Turtles question him about Hogman's tactics. Tyler explains that Hogman targets vulnerable people - those who are lonely, depressed, or struggling in some way - and uses his music to make them feel better. But when they try to leave, they become addicted to the feeling and can't stay away.
With this information, the Turtles hatch a plan to take down Hogman and free his victims. They decide to create their own music - a sonic blast that will neutralize Hogman's powers and allow them to confront him directly.
The plan works, but it's not easy. The Turtles are up against a powerful foe, and they're struggling to keep their own minds clear as they battle him. But in the end, they manage to defeat Hogman and free his victims from his influence.
With the threat neutralized, the Turtles reflect on the power of music - both to heal and to harm. They realize that music can be a powerful tool, but that it can also be dangerous in the wrong hands. They vow to protect the city from any future threats, no matter how melodic they might seem.
