Commander Chakotay and Seven of Nine are on a mission to explore a planet that appears to be uninhabited. While exploring the planet, they discover a group of people who have been living there for generations. These people are pre-warp and have been cut off from the rest of their species for centuries. The Prime Directive dictates that they should not interfere with the natural development of these people, but they soon realize that the people are facing a severe environmental crisis that may wipe out their entire population.

Chakotay and Seven of Nine must decide whether to intervene or not. They know that any intervention would break the Prime Directive, but they cannot ignore the plight of these people. They try to find a way to help the people without revealing their existence to the rest of their species.
