The crew of the USS Voyager discovers a probe that contains the body of a young woman. They revive her, and the woman, named Vidiian Dr. Danara Pel, explains that she is a physician. She is from the Vidiians, a race that has been ravaged by a disease called the Phage, which destroys their bodies and can only be cured by transplanting organs from other beings. Dr. Pel tells the crew that she has developed a cure for the Phage and that she needs to return to her homeworld to deliver it.
As Dr. Pel works with the Voyager crew to find a way to transport her to her homeworld, she begins to develop romantic feelings for the ship's holographic doctor, the EMH. The EMH, who has been struggling with the limitations of his nature as a hologram, is unsure how to respond.
Meanwhile, the Voyager crew discovers that the Vidiians have been attempting to steal organs from the crew to cure their own afflicted. When they attempt to sabotage the ship, it becomes clear that they are willing to do whatever it takes to get the organs they need.
As Dr. Pel's health deteriorates without the necessary treatment, the EMH is forced to confront his feelings for her and grapple with his own limitations. Together, they come up with a solution that could save Dr. Pel's life and prevent the Vidiians from stealing any more organs.
