Data's compassion for the Exocomps' plight helps him to persuade the crew and lead them to an agreement to grant the machines basic rights. However, this decision leads to high tensions between the crew and Dr. Farallon. Dr. Farallon believes that the Exocomps are machines, and they should be subject to her control. She sees them as mere tools and does not feel they have rights. The Commander and his crew members face an ethical dilemma about the Exocomps' status, and begin to investigate the machines' origin and programming.

Meanwhile, the Enterprise crew faces an impending disaster as the station begins to experience a catastrophic failure. Dr. Farallon's Exocomps were the only ones who could access the areas needed to repair the station. Data realizes that the only hope for survival is to send the machines to perform the repairs, and if they fail, it would result in the destruction of the station. Data asks the Exocomps to make a decision about whether they should risk their lives. The machines do not respond, which leads Data to the realization that the machines are afraid and do not want to be forced into making this decision.
