Kira Nerys, the Bajoran First Officer of Deep Space Nine, receives a surprise visit from her estranged mother, Kira Meru. Meru was thought to have died during the Cardassian occupation of Bajor, but was actually taken as a comfort woman by a Cardassian officer. She eventually escaped and found her way to the Mirror Universe, where she joined the Terran Rebellion and became a high-ranking member.
Meru has come to the station seeking help from her daughter, who is now a prominent figure on Bajor and in the Federation. She wants Nerys to arrange a meeting with the Federation Council to discuss getting aid for the Terran Rebellion. Nerys is torn between her duty as a Starfleet officer and her duty to her mother, who she has not seen in over 20 years.
Meanwhile, Garak, the exiled Cardassian spy, is approached by his former mentor, Enabran Tain. Tain wants Garak to help him locate his missing daughter, who was involved in a terrorist attack on Cardassia. Garak is hesitant to get involved, but ultimately agrees to help.
As Nerys and Meru work to arrange the meeting with the Federation Council, they are ambushed by a group of Terran rebels who are opposed to the idea of seeking aid from the Federation. The rebels believe that the Federation will only manipulate and exploit them, as they did their own universe.
Garak and Tain continue their search for Tain's daughter, but they soon realize that she may not want to be found. She has aligned herself with a group of dissidents who are seeking to overthrow the Cardassian government. Garak is torn between his loyalty to his mentor and his growing sympathy for the dissidents' cause.
In the end, Nerys is able to convince the Federation Council to grant aid to the Terran Rebellion, but not without some conditions. The rebels must agree to work within the Federation's guidelines and principles, and there will be strict oversight to ensure they do not misuse the aid.
As Nerys says goodbye to her mother, she realizes that there is still much she does not know about her family's past. She resolves to learn as much as she can and to work towards a better future for all people, no matter what universe they come from.
The episode explores themes of family, loyalty, and the consequences of one's actions. It also highlights the complexities of dealing with alternate universes and the challenges of seeking aid from external sources.
