They notice that the adults are not actually collecting candy, but rather scanning the kids' costumes with their smartphones. After doing some investigating, they discover that the adults are using Halloween as a cover to gather personal information on the children, which they plan to sell to advertisers.
The kids try to confront the adults about their nefarious plan, but are met with resistance and even violence. Additionally, they must contend with the fact that they are low on candy, as most of the houses in the town have already been visited by the both the kids and adults on their scooters.
The episode culminates in a high-speed chase between the kids and the adult scooter gang as they try to escape the town and the dangerous Halloween madness. Ultimately, the kids prevail and are able to expose the adults' plan to the rest of the town.
"The Scoots" is a fun and quirky episode of South Park that satirizes the modern obsession with technology and the invasion of privacy that comes with it.
