After the defeat of the Death Busters, Sailor Moon and her friends enjoy a momentary respite from their battles. However, their peaceful lives are once again disrupted when the mysterious Sailor Pluto appears before them accompanied by an equally puzzling little girl.

Sailor Pluto reveals that the little girl, Hotaru, is actually the daughter of the Death Busters' leader, Professor Tomoe. Despite her demonic origins, Hotaru is a gentle and loving child who has no memory of her past. Desperate to save her friend, Chibiusa turns to Sailor Moon for help. Together, the two girls discover that Hotaru's power is linked to an evil force known as the Messiah of Silence. In order to stop this dark entity from taking control of Hotaru and plunging the world into chaos, the Sailor Senshi must face off against their toughest foe yet.
