Detective Sgt. Frank Bickford (RON JOHNSON) and Lt. Pete Simms (JAMES ACHESON) belong to the profitable "death squad" run by Lt. Donald"Dutch1' Dixon (STEPHEN J. CANNELL), the corrupt officer who framed renegade cop Reno Raines for murder. When they arrest a criminal biker, Tommy Bannon (SCOTT LEET), who resembles Reno, they offer him immunity to impersonate the fugitive on a statewide crime spree. With an impostor openly committing crimes, Bickford and Simms hope to force Reno out of hiding so they can kill him and protect the secret of their "death squad."
