The ghosts introduce themselves as the "Specter Fleet," a group of ghost sailors who are here to help Popeye and Olive Oyl. They explain that the old man who has cast a spell on them is actually an evil witch who has been posing as an old man.
The Specter Fleet then helps Popeye and Olive Oyl break the spell, and they are no longer under the witch's control. Popeye and Olive Oyl then team up with the Specter Fleet to defeat the witch and her minions.
Together, they embark on an epic battle, and they use their sailor skills to take down the witch's minions. They eventually make their way to the witch's lair, where they engage in a final showdown.
In the end, Popeye and Olive Oyl defeat the witch and save the day. They recover the stolen gemstone and return it to the museum, and they are hailed as heroes.
