Ash, May, Max, and Brock, along with their Pokemon, are traveling through a forest when they stumble upon a group of young girls practicing a cheerleading routine. The girls explain that they are a part of a team that competes in a cheerleading contest every year, and they invite the group to come watch them perform. The team of friends agree, and they follow the girls to a nearby town where the contest is being held.

Upon arriving in town, the friends are surprised to see that the cheerleading contest is being held in conjunction with a festival honoring a legendary serpent-like Pokemon known as ArbokQueen. The group meets a young girl named Maxie who is fascinated by the ArbokQueen and tells them all about its history. According to her, the ArbokQueen was a powerful and wise Pokemon that had the ability to control other Pokemon and was so feared that other creatures refused to challenge it. Eventually, the ArbokQueen retreated into the forest and was never seen again.

As the group walks around the festival, they notice that there is a lot of unrest among the people in the town. They soon learn that a group of thieves has been stealing valuable items from the local shops, and the thieves are suspected to be using Pokemon to carry out their operations. The friends decide to get to the bottom of the issue and offer to help the local police catch the thieves.

While investigating the thefts, the group comes across a group of suspicious-looking trainers who are hanging out near the edge of the forest. The trainers refuse to talk to the group, but they notice that one of the trainers has a large serpent-like Pokemon that closely resembles the ArbokQueen. The group becomes suspicious and decides to follow the trainers into the forest.

As they venture deeper into the forest, the group is confronted by a group of Pokemon who seem to be under the control of the ArbokQueen Pokemon. The friends try to approach the Pokemon, but they are quickly attacked by the creatures. In the midst of the chaos, the young girl Maxie rushes forward and tries to communicate with the ArbokQueen. Much to the friends' surprise, the ArbokQueen responds to Maxie's pleas and suddenly stops attacking.

Maxie tells the friends that she has always felt a strong connection to the ArbokQueen and has been visiting it in secret for years. She explains that the creature had grown angry with the humans in the town for disrespecting its legacy by turning the legend of the ArbokQueen into a mere festival attraction. Maxie convinces the ArbokQueen to put an end to the thieving and agrees to help the creature find a way to re-establish a positive relationship with the people of the town.

In the end, the thieving comes to a stop, and the festival continues without incident. The young girl Maxie becomes a hero in the eyes of the people for communicating with the legendary ArbokQueen and helping to save the town. The friends say goodbye to Maxie and her new friends, and they set off to continue their journey.
