Ash and his friends arrive in a new town and discover that the town's police force uses Snubbulls to maintain law and order. They soon meet Officer Jenny, who introduces them to her Snubbull. However, they also encounter a wealthy woman named Luana, who is accompanied by her own Snubbull and seems to think that she is above everyone else. She is so snobbish that her Snubbull refuses to befriend or even acknowledge the other Snubbulls in town.
Ash and his friends are disgusted by Luana's attitude and arrogance. They quickly become determined to teach her a lesson and show her that there is more to life than material possessions. Meanwhile, Team Rocket is also in town and they are planning to steal all the Snubbulls and sell them off for a hefty profit.
As the group spends more time in the town, they learn that the police force's Snubbulls are more than just cute and cuddly companions. They actually play a crucial role in keeping the town safe. They not only assist the police officers in their daily duties but also sniff out bombs and other dangerous items.
During an evening stroll, Ash's group overhears a commotion in the city park. They rush to the scene and find that Luana's prized Snubbull has been kidnapped by Team Rocket. Ash and his friends devise a plan to rescue the Snubbull, but it soon becomes apparent that they are no match for Team Rocket.
With the help of Officer Jenny and the police force's Snubbulls, the group sets out to take down Team Rocket once and for all. The ensuing battle is intense, but Ash and his friends emerge as the victors. They rescue the kidnapped Snubbull and return her safely to Luana.
In the end, Luana realizes the error of her ways and apologizes for her snobbish behavior. She learns to appreciate the company of other Snubbulls and even goes on to donate a large sum of money to the police force to help them maintain law and order in the town.
As the group bids farewell to their new friends and continues on their journey, they feel proud of the impact they made in the town. They realize that even the smallest of actions can have a big impact on those around them.
