Ash, Dawn, and Brock head to a port city in search of the next gym battle. They come across a steamboat that belongs to an experienced sailor named Willy. Willy offers to take them on a tour of the waterways around the city while they wait for the next ferry. During the tour, they come across a group of Sharpedo that are causing trouble for a school of Luvdisc. Ash and his friends decide to intervene and ward off the Sharpedo.
As they continue their tour, they hear a distress call from a nearby island. A ship has crashed and the passengers are in need of rescue. Willy speeds up the steamboat and heads to the island. Upon arrival, they see that the passengers are a group of Wailmer and Wailord. The Wailord is too large to move, so they decide to use the steamboat as a makeshift shelter and wait for help to arrive.
While waiting, they hear a sound coming from the island. It turns out that there is a hot spring on the island that is being used by a group of wild Monferno. The Monferno are using the hot spring as a training ground for their fire-based attacks. Ash wants to catch a Monferno, and the group decides to help the Monferno when they are disturbed by an incoming Team Rocket attack.
Team Rocket is after the Wailmer and Wailord, hoping to capture them and sell them for a high profit. Ash and his friends battle Team Rocket, with the Monferno using their fire attacks to keep them at bay. The attack wakes up the Wailord, who rises from the water and throws Team Rocket into the sea.
With Team Rocket defeated, Ash and Dawn decide to catch a Monferno each. They battle the Monferno, with Ash’s Monferno proving to be the victor. They return to Willy’s steamboat, where they release the Wailord and Wailmer back into the ocean.
As they head back to the port city, they realize that the ferry has already left. Willy offers to take them to the next city on his steamboat. In the end, Ash and his friends depart on a brand new adventure, grateful for their experience with Willy and the Monferno of the hot spring.
