Ash and his friends arrive at a town which is known for its annual dress-up festival. The town residents all dress up in elaborate costumes and compete in a parade and various contests. Ash and his friends decide to take part in the festivities and dress up in their own costumes.

During the parade, a group of nefarious Team Rocket members, Jessie, James, and Meowth, disguised themselves as members of the parade and plan to steal all the Pokémon they can find. Ash and his friends notice something is off and decide to follow the disguised Team Rocket members.

As they try to stop Team Rocket's plans, they soon realize that one of the traps has captured Pikachu. They quickly devise a plan to rescue Pikachu and in turn, foil Team Rocket's plan.
