Leslie is organizing a bus tour for the residents of Pawnee to showcase the highlights of their town, as part of her campaign for city council. She is determined to make it a success and impress the voters with her vision for the town's future. The tour includes stops at various landmarks, including the Museum of History, the Sweetums factory, and the site where Lil Sebastian (a beloved miniature horse) is memorialized.
Meanwhile, Ben is struggling with his feelings for Leslie and whether or not they should be together. He confides in Tom and Andy about his confusion, but they are both unable to offer much in the way of advice. Andy, in fact, becomes distracted by the tour and starts to act like a tourist, taking pictures of everything and talking loudly.
Ron, who is not a fan of buses or the concept of organized tours in general, initially refuses to come along but is eventually swayed by Leslie's enthusiasm and the promise of free waffles. He brings along his wood-working tools and spends most of the trip carving a canoe paddle.
April is also on the tour, but she is preoccupied with her own problems. She is about to graduate from college and is unsure of what her future holds. She confides in Andy about her fears and he offers to help her figure out what she wants to do with her life.
As the tour progresses, Leslie becomes increasingly stressed out by the various logistical challenges that arise. The bus breaks down at one point, stranding the group on the side of the road for hours. And when they arrive at the Sweetums factory, they discover that the tour guide is a former employee who was recently fired and is now using the opportunity to air his grievances publicly.
Despite these setbacks, Leslie remains determined to make the tour a success. She gives an impassioned speech at the final stop, where she unveils her plan to turn the abandoned lot where Lil Sebastian is memorialized into a community garden. Her words inspire the crowd and renew their faith in her as a leader.
The episode ends with Ben making a decision about his relationship with Leslie, and April finding some much-needed clarity about her future. The group returns to Pawnee, exhausted but happy with their day out.
