In "Eagleton," the twelfth episode of the third season of Parks & Recreation, Leslie and the parks department find themselves face-to-face with their wealthy neighbors from Eagleton, a posh town nearby. Chris enlists Tom's help to entertain the Eagleton officials while Ron and April meet with Eagleton counterparts to discuss departmental overlap. Meanwhile, Leslie meddles in Chris' personal life, and Ben helps Tom with his public-speaking skills.
The episode opens with Leslie and Ben at the Eagleton city council meeting, where they discover that Eagleton is building a fence to separate themselves from Pawnee. Leslie takes this as a personal insult, as she has always prided herself on her relationships with the neighboring towns. Back at the Pawnee parks department, Chris announces the arrival of Eagleton officials, who are coming to learn from their successful parks program.
The Eagleton officials are everything the Pawnee team is not, dressed in expensive suits and high-end clothing. They also bring gifts, including expensive champagne and a box of muffins from the famous Eagleton bakery, Morningstar's. While initially bewildered by the Eagleton team's excessive wealth and status, the Pawnee team realizes that they have a lot to learn from their neighbors.
The Eagleton officials are impressed by the Pawnee parks program, particularly the implementation of the Harvest Festival. However, they soon point out some departmental overlap, specifically in the maintenance of a shared park between the towns. Ron and April head to Eagleton to discuss the issue, where they meet their Eagleton counterparts, including the abrasive and competitive Lindsay Carlisle Shay, played by the wonderful Parker Posey.
While Ron and April navigate the tense Eagleton meeting, Chris enlists Tom's help in entertaining the Eagleton officials. They take them to Tom's favorite club, Essence, where the Eagleton officials are initially unsure of what to expect. Tom shines by charming and entertaining them, showing them a good time while also trying to learn about their successful town.
Meanwhile, Leslie is worried about Chris, who seems to be overworking and not taking care of himself. She takes it upon herself to try and make him relax and take a break from work, even going so far as to buy him a massage chair for his office. While Chris is initially upset by Leslie's meddling, he ultimately realizes that she was just looking out for him and that he should listen to her advice.
Lastly, Ben helps Tom with his public-speaking skills, as he struggles with nerves and anxiety when speaking in front of groups. Their practice takes a humorous turn as Tom tries to impress Ben with a mock presentation about his latest business idea, "Rent-a-Swag."
Overall, "Eagleton" is a solid episode of Parks & Recreation, with a good balance of humor and heart. It expands the show's universe by introducing the wealthy and posh town of Eagleton, and provides some great character development for Leslie, Chris, and Tom. The episode also introduces fan-favorite Parker Posey as Lindsay Carlisle Shay, a memorable adversary for Ron and April.
