In "Sister City," the fifth episode of season 2 of Parks and Recreation, the department is set for a visit from Pawnee's sister city of Boraqua, Venezuela. Leslie Knope (played by Amy Poehler) is eager to impress the representatives from Boraqua, who are coming to Pawnee to celebrate their new sister-city status and to sign a cultural exchange agreement. Leslie and her team – including Ron Swanson (played by Nick Offerman), Tom Haverford (played by Aziz Ansari), and April Ludgate (played by Aubrey Plaza) – spend weeks preparing for the visit, but things don't go quite as planned.

When the Boraquans arrive in Pawnee, Leslie is surprised to discover that her counterpart from Boraqua, Marlene Griggs-Knope (played by Megan Mullaly), is actually her estranged half-sister. Marlene, who is everything Leslie is not – outgoing, confident, and super successful – quickly takes over the visit and starts calling the shots. To make matters worse, Marlene seems intent on embarrassing Leslie at every turn, revealing embarrassing childhood stories and undermining her authority at every opportunity.

As Leslie struggles to keep up with Marlene and salvage the sister-city relationship, the rest of the Parks and Rec team deals with their own problems. Tom becomes obsessed with impressing the Boraquan delegation, to the point where he alienates his fellow coworkers and jeopardizes the visit. Ron, who is suspicious of anything related to government or international relations, takes the Boraquans on a tour of Pawnee's gun range – which doesn't exactly make the best impression. And April, who is the only one not taken in by Marlene's charm, uses her time with the Boraquans to plan a prank on Tom.

As the visit progresses, Leslie finds herself increasingly frustrated with Marlene and even more determined to make the cultural exchange agreement work. With the help of her coworkers, Leslie finally comes up with a plan to win over the Boraquans and salvage the sister-city relationship – but not before the sparks fly between Leslie and Marlene.

In "Sister City," Parks and Recreation delivers another hilarious and heartwarming episode that showcases the talents of its exceptional cast. Amy Poehler shines as usual in her role as Leslie Knope, but Megan Mullaly steals the show as Marlene Griggs-Knope, Leslie's obnoxious but lovable half-sister. Nick Offerman delivers some of his trademark deadpan humor as Ron Swanson, and Aziz Ansari and Aubrey Plaza provide plenty of laughs as Tom and April. "Sister City" is a standout episode that perfectly captures the spirit of Parks and Recreation – funny, heartwarming, and always entertaining.
