Leslie Knope and Ron Swanson are on a stakeout to catch a man who they believe is selling marijuana in the park. The two are sitting in a van, waiting for the man to show up, and passing the time by playing a game of "20 Questions." Meanwhile, back at the office, the rest of the Parks and Recreation staff is dealing with their own set of problems.
Ann Perkins is still upset with Andy Dwyer, who broke both of his legs in a skateboard accident and is now living in her house. April Ludgate, who has a crush on Andy, is also struggling to deal with his injury, as she doesn't know how to express her feelings.
Tom Haverford is trying to promote his new cologne, "Tommy Fresh," but no one seems to be interested. Mark Brendanawicz is dealing with the aftermath of his affair with Ann and trying to figure out how to move on.
As the stakeout continues, Leslie and Ron start to grow restless and bored. They begin to argue about the best way to catch the suspect, with Leslie insisting on following her strict code of ethics and Ron advocating for a more brute force approach.
Eventually, the suspect shows up and the two are able to catch him red-handed. They bring him back to the office, where they discover that he was actually selling cupcakes, not marijuana. Embarrassed, Leslie and Ron try to make up for their mistake by buying all of the cupcakes and throwing a party for the office.
In the end, everyone is able to come together and enjoy the cupcakes and each other's company. Though they may have had their differences throughout the day, they all realize that they're working towards the same goal: making Pawnee a better place to live.
