Pacific Blue season 2 episode 1, entitled "Lights Out," follows the police officers of the Santa Monica bike patrol as they investigate a string of burglaries that have been plaguing the city. The episode opens with T.C. Callaway, played by Jim Davidson, and his partner, Victor Del Toro, played by Marcos Ferraez, pursuing a suspect who has just robbed a convenience store. During the chase, the suspect outruns the officers, but not before dropping a stolen Rolex watch.
Meanwhile, the rest of the team, including Sergeant Louie Provenza, played by Mario Lopez, and officers Jamie Strickland, played by Amy Hunter, and Chris Kelly, played by Darlene Vogel, are investigating a separate string of robberies that have been occurring in upscale residential areas. The burglars have been targeting homes during blackouts, taking advantage of the fact that residents' alarms and security systems are usually disabled during a power outage.
The team receives a break in the case when they discover that all of the burglaries have been taking place on the same night as a scheduled city-wide power outage. They deduce that the burglars are using the blackouts as cover, and set up surveillance in the most likely target areas for the next scheduled blackout.
As the next blackout approaches, the team splits up and sets up hidden cameras and other surveillance equipment in several homes throughout the city. T.C. and Victor set up their stakeout in a wealthy neighborhood that has been targeted twice before. As they wait for the blackout, they discuss their ongoing feud with a rival bike patrol unit, the Venice Beach Patrol.
When the power goes out, T.C. and Victor spot a group of four men lurking near one of the targeted homes. They give chase, but the suspects split up, with T.C. pursuing one of the men into an underground parking garage. T.C. corners the suspect, but is ambushed by the other burglars, who knock him unconscious and steal his gun. The burglars then flee the scene in a stolen car.
The rest of the team springs into action, using the stolen Rolex that T.C. recovered earlier as a clue to track down the suspects. They discover that the Rolex was stolen from a wealthy businessman who had been targeted during a previous blackout. With this information, the team is able to identify one of the suspects as the businessman's former employee.
The team sets up a sting operation to catch the suspects, who are planning another burglary during the next scheduled blackout. During the stakeout, T.C. and the Venice Beach Patrol arrive to offer backup. Despite their earlier feud, the two units are able to work together to capture the suspects and recover the stolen loot.
In the end, the team celebrates their successful operation, but T.C. is reprimanded by Sergeant Provenza for his reckless behavior during the chase that led to his being ambushed and losing his gun. The episode ends with T.C. reflecting on his mistakes and resolving to be more cautious in the future.
