The Bill of Wrongs is the third episode of the fourth season of Oz. The episode opens with a heated argument between Robson and Schillinger, both former leaders of rival gangs in Oz. As tensions continue to rise, the inmates in Em City decide to take matters into their own hands and organize a hunger strike. The protest is led by Alvarez, one of the original members of the Latino gang, and Busmalis, a well-liked inmate with a talent for drawing. The strike quickly gains support as more and more inmates join in, but Devlin refuses to negotiate with the prisoners.

As the strike wears on, McManus reaches out to Sister Pete for help. Together, they come up with a plan to end the protest and bring the inmates back to their cells. The plan works, but not before a violent altercation breaks out between the inmates and the prison guards.

In the aftermath of the protest, McManus, Sister Pete, and Devlin are forced to reckon with the consequences of their actions. McManus realizes that he may have inadvertently contributed to the inmates' anger and frustration, while Sister Pete begins to question her own role in the prison. As for Devlin, he realizes that he may have underestimated the power of the inmates and the impact that his bill could have on their lives.
