Detective Andy Sipowicz and his partner John Clark investigate a hit-and-run accident that left a cyclist dead. The victim, a wealthy businessman, was hit by a car while riding his bike home from a nightclub. The detectives soon discover that the driver of the car is a spoiled rich kid who has gotten away with similar incidents before.
As the investigation progresses, Sipowicz starts to feel guilty about his own behavior towards his wife and decides to make amends. Meanwhile, Clark struggles to deal with his father's health problems and the strained relationship he has with his sister.
The detectives gather evidence which leads them to Shadow, a member of a biker gang who may have witnessed the hit-and-run accident. However, Shadow is not willing to cooperate with the investigation, and the detectives are forced to use questionable tactics to extract information from him.
As the case unfolds, Sipowicz and Clark must also deal with political pressure from the wealthy businessman's influential father, who wants the detective to solve the case as quickly as possible.
The tension builds as the detectives finally catch the hit-and-run driver, but the evidence they have against him is circumstantial. They are forced to turn to the victim's friend, a high-powered lawyer, who may have a personal stake in the case, for help in securing a conviction.
Despite the obstacles they face, Sipowicz and Clark are determined to see justice served for the victim and his family. As the episode concludes, the two detectives reflect on the complexities of their job, the personal sacrifices they make, and the importance of seeking the truth.
