When a Navy SEAL is found murdered in a rural area, NCIS is called in to investigate. The team discovers that the SEAL was part of a classified mission to retrieve a stolen drone prototype, and they suspect that his death may be connected to the theft. As they investigate, they uncover a web of deceit and betrayal within the military and government agencies involved in the drone program.
Gibbs and Bishop work with the SEAL's former team leader, Lieutenant Commander Jim Farragut, to piece together what happened on the night of the murder. They learn that the SEAL, Petty Officer First Class Danilo Silva, was tasked with guarding the prototype when it was stolen, and that he may have been involved in the theft.
As they dig deeper, they discover that the theft was orchestrated by a group of rogue ex-military contractors who are now selling the drone prototype on the black market. The team races to track down the thieves and recover the drone before it falls into the wrong hands.
Meanwhile, McGee and Torres work to identify the person responsible for leaking classified information about the drone program, which led to the theft. Their investigation leads them to a surprising suspect, and they must work quickly to prevent any further damage to national security.
As the case comes to a close, the team must confront the difficult realities of military contracts and the lengths that some will go to for personal gain. They also grapple with the devastating impact that the loss of a fellow service member can have on those left behind.
In the end, NCIS is able to bring the thieves to justice and recover the stolen drone. But the cost of the operation is steep, and the team is left to contemplate the complicated and dangerous world of military procurement and technology.
