When a Navy officer is killed in a jewelry store during a robbery, NCIS is called to investigate the murder. However, things become more complicated when they realize that one of their colleagues, Navy Captain Joe Westcott, is the prime suspect in the case.
As the team delves deeper into the investigation, they discover that Westcott has been hiding a secret from his past, one that could prove his innocence or guilt. Meanwhile, Gibbs and his team must also navigate through the inter-agency politics between NCIS and the FBI, who are also investigating the case.
The case takes a new turn when another murder occurs, and the clues lead NCIS to a new suspect- a wealthy businessman who has been targeted by the same jewelry store robbers.
