Detective Sergeant Steve Arnott is under pressure to close the investigation into the shooting of an innocent man in a counter-terrorism operation. With Anderson's grave warnings ringing in his ear, Arnott persists in pushing the case against Gates as a corrupt officer, then, with Fleming's help, conducts a risky one-on-one confrontation in a desperate bid to uncover Gates' secrets.
