In LEGO City Adventures season 1 episode 13, titled "Evil Layers," the city is in danger as an evil genius named Archibald Snatcher has escaped from prison and is seeking revenge against the police captain, Duke Detain. Meanwhile, the LEGO City Police Department is on high alert and has enlisted the help of their most trusted ally, the LEGO City Fire Department, to protect the city from the imminent threat.
The episode takes off with Duke and his team gathering information through a series of high-speed chases, stakeouts, and undercover missions to capture Snatcher before he can put his evil plan into action. But Snatcher has other plans, and he's determined to outsmart the police and cause chaos throughout the city.
As the police department works tirelessly to catch Snatcher, the team begins to realize that he has a secret underground lair where he is keeping a powerful weapon that could bring destruction to LEGO City. The team recruits the help of a retired scientist who has knowledge of Snatcher's tactics and hidden location.
The team splits up and goes undercover to infiltrate Snatcher's lair. The retired scientist provides the team with special gadgets that will help them navigate Snatcher's labyrinthine underground lair. The team fights their way through booby traps and guards to retrieve the weapon and thwart Snatcher's evil plan.
Meanwhile, Snatcher has set a trap for Duke, who he believes is the only one who can stop him. Once Snatcher captures Duke, he manipulates him into revealing the location of the weapon and then uses it to take control of the entire city. It's up to Duke and the team to stop Snatcher and save LEGO City before it's too late.
In the end, the police department is victorious, thanks to their quick thinking, teamwork, and bravery. The team puts Snatcher back in prison, and Duke is hailed as a hero by the people of LEGO City. The final scene shows the team relaxing and having fun after saving the city, but they know that they must always be ready for the next adventure that comes their way.
