Detectives Briscoe and Curtis are on the hunt for a pair of car thieves who have been causing havoc in the city. When their latest victim is killed during the robbery, the detectives are determined to bring the culprits to justice. As they investigate, they soon discover that the thieves are part of a larger criminal organization, and that they are being protected by someone within the system.
Meanwhile, the district attorney's office is dealing with a different kind of pursuit. ADA McCoy is prosecuting a doctor who was caught selling prescription drugs to patients. The doctor insists that he was simply trying to help his patients cope with their pain, but McCoy believes that he was motivated by greed.
As the case unfolds, it becomes clear that the doctor's actions have had serious consequences. Several of his patients have become addicted to the drugs he prescribed, and some have even died as a result.
