Detectives Ed Green and Cyrus Lupo are called to the scene of a fire in a luxury high-rise apartment building in New York City. The fire claimed the lives of a young couple, Michael and Sarah Mills, who had just celebrated their wedding and were starting their new life together. The detectives soon learn that the couple was not the only one living in the apartment and that the fire was not an accident but a carefully planned homicide.
As they begin their investigation, the detectives find themselves in a web of deceit and betrayal. Michael Mills, a young investment banker, was known for his lavish lifestyle and his frequent trips to Las Vegas, where he would engage in high-stakes poker games. The detectives soon discover that Michael's gambling habit may have led him to cross paths with a dangerous group of underworld figures who operate illegal gambling rings and loan-sharking operations in the city.
As they delve deeper into the case, Green and Lupo find that the Mills' apartment was wired with sophisticated security camera systems, which had been tampered with before the fire. The detectives also learn that there were a number of other people who had access to the apartment, including the building's doorman, the couple's personal assistant, and Michael's business partner.
As the detectives work to piece together the evidence, they find themselves drawn into a dangerous game of cat and mouse with the shadowy figures behind the illegal gambling operations. With the help of Assistant District Attorney Connie Rubirosa, they race against time to uncover the truth behind the fire and bring the culprits to justice.
In the end, the detectives are able to unravel the web of lies and deceit that led to the Mills' untimely death. They discover that Michael had become deeply indebted to the gambling ring and had been forced to take out a dangerous loan to cover his losses. When he was unable to repay the loan, the ring's enforcers set fire to the apartment as a warning to others who might try to cross them.
With this evidence, Rubirosa is able to bring the leaders of the illegal gambling ring to trial and find justice for Michael and Sarah Mills. In the final scenes of the episode, Green and Lupo reflect on the tragedy of the Mills' deaths and the dangers of the high-stakes world of illegal gambling.
