Stabler is using his own emotions and experiences to drive the case forward, uncovering the truth about the corrupt rehab centers.

As the investigation continues, the detectives discover a huge network of corrupt rehab centers, conning thousands of people out of their hard-earned money. They also find that the addicts are being kept dependent on drugs so that they continue to seek out treatments, which means more money for the fraudulent rehab centers.

The situation gets more complicated as the detectives discover that some of the addicts are willing to testify against the corrupt rehabs, but only if they receive immunity for their crimes. This means the detectives have to find a way to offer immunity to those who testify against the rehab center without facilitating their addiction or drug dealing.
