The mother had hired the ex-boyfriend to frighten Casey but had not intended for anyone to be hurt.

Further investigation reveals that the threatening phone calls had been made by a neighbor who had become infatuated with Casey. The neighbor had discovered the mother’s plan and had used it as a cover to torment the family.

In the end, the mother is charged with endangering the welfare of her child, and the ex-boyfriend is charged with harassment. The stalker, the neighbor, is also taken into custody. The episode ends with the SVU team breathing a sigh of relief as they realize that their paranoia had been justified and that they had finally cracked the case.
