In Law & Order: Special Victims Unit season 18 episode 12, titled "No Surrender," the SVU squad is called to investigate a case involving a woman who claims to have been raped by a police officer. However, when the team arrives on the scene, they discover that the woman is actually an undercover FBI agent who was posing as a prostitute to catch the cop in the act.
As the investigation unfolds, it becomes clear that there is more to this case than meets the eye. The FBI agent, Kim Rollins (played by guest star Lindsay Pulsipher), is withholding information from the detectives, leaving them to question her motives. Meanwhile, the accused police officer, Detective Ryan Quinn (played by guest star Brad Garrett), maintains his innocence and claims that the sex he had with Rollins was consensual.
Despite the conflicting stories, the SVU team is determined to get to the truth. With the help of Rollins' FBI colleagues, they discover that there is a larger conspiracy at play involving a corrupt police task force and a drug trafficking ring. As they continue to dig deeper, they begin to unravel a web of lies and deceit that implicates a number of high-ranking officials.
As they race against the clock to bring the perpetrators to justice, the team must also contend with their own personal demons. Detective Olivia Benson (Mariska Hargitay) struggles with her own feelings about Rollins, who is her sister, while Rollins herself copes with the trauma of her assault. Meanwhile, ADA Rafael Barba (Raul Esparza) faces his own moral dilemmas as he navigates the murky waters of the justice system.
