As the detectives interview Emily and her friends, they discover that "The Ghoul Squad" has more sinister plans than just scaring people in the park. The group is planning to set off a "dirty bomb" in Grand Central Station on Halloween night.

Benson and Stabler and the rest of the SVU team work frantically to stop the Ghoul Squad before they can carry out their plan. As the clock ticks down to Halloween night, tensions run high. Meanwhile, Emily's mother must come to terms with the fact that her daughter is involved in something that could potentially hurt many people.

As the detectives race to stop the Ghoul Squad, they must also deal with internal conflicts within the SVU team. Detective Benson becomes increasingly frustrated with Detective Stabler's lack of cooperation as he deals with personal problems at home.

In the end, the detectives are able to stop the Ghoul Squad from carrying out their plans, but not before Emily is killed in a struggle with the police. As the episode ends, the detectives must grapple with the tragedy of a young life lost and the moral dilemma of how far they should go to stop such crimes in the future.
