The group begins to play party games, such as pass the parcel, and the mood is festive and upbeat. However, when it comes time to eat the cake, disaster strikes. Kipper realizes that he forgot to buy candles, and he cannot find any in the house. The group tries to come up with alternative ways to light the cake, but nothing seems to work.

Just when it seems like the party might be ruined, Tiger suggests that they go outside and make a wish on a shooting star. The group is skeptical but decides to go along with it. When they get outside, they see a shooting star and make their wishes.

With the wish made, they go back inside and sit down to enjoy the cake. As Kipper blows out the imaginary candles, the group hears a knock at the door. It is Tiger's mom, who has brought candles for the cake. Kipper is overjoyed, and they light the candles and sing "Happy Birthday" to him.

After the cake, Kipper opens his presents. He receives a hat from Pig, a toy car from Jake, and a whistle from Arnold. However, when he opens Tiger's gift, he is surprised to find a picture of himself and Tiger, with the words "best friends forever" written on it. Kipper is touched by the thoughtful gift and thanks Tiger.

The episode ends with Kipper and his friends playing outside, enjoying the rest of his birthday. Kipper reflects on how lucky he is to have such great friends and how much fun he had at his party.
