As the JAG team investigates the cause of the accident, they discover that the young marine had a history of anxiety and panic attacks, which he had concealed from his superiors. Mac and Harm must determine whether this history played a role in the accident, and whether the marine's commanding officer was negligent in allowing him to fly.
Meanwhile, Admiral Chegwidden sends Lieutenant Tiner on a secret mission to deliver a classified message to an agent in Russia. Tiner must rely on his wits and his training to avoid detection and complete his mission, but he soon finds himself in over his head.
As the investigation into the accident continues, Mac and Harm uncover a conspiracy involving the marine's flight instructor and a powerful defense contractor. With the help of a courageous whistleblower, they are able to expose the truth and bring those responsible to justice.
Throughout the episode, the JAG team must navigate the complex web of military bureaucracy and political maneuvering to uncover the truth behind the crash. They must also confront their own personal demons, as Harm struggles with the loss of a former girlfriend and Mac confronts her feelings for Harm.
