Meanwhile, Spencer, Carly's older brother, is trying to win a sculpture competition by creating a giant pair of pants made out of brass. However, he is having trouble finding the right materials and ends up stealing a fire hydrant. When Spencer learns that the fire hydrant was stolen, he tries to return it but is arrested for his crime.
Back at Carly's apartment, tension is building as Carly and Freddie try to convince Sam to stop bullying Rue. Things finally come to a head when Sam reveals that she has been bullied herself and is afraid to show any weakness.
