Jonathan and Mark arrive in a small town in California called Sierra Madre. There they meet a young man named Mike who is in desperate need of assistance. Mike is haunted by the memories of his father's accidental death a year ago and has spiraled into a life of addiction, partying, and womanizing to drown out the pain. His mother died when he was young, and he was the only one left to take care of his father before the accident.

Jonathan and Mark take on the roles of counselors at the church across the street and try to help Mike deal with his grief. They encourage him to talk about his feelings, help him focus on his future goals, and advise him to quit smoking and drinking. Mike initially resists their help, but soon finds himself opening up to them as they gain his trust.

However, their efforts are met with resistance from Buddy, a charming and confident young man who is the town's resident party boy. Buddy is always looking for a good time and is known around town as the "devil." He is constantly trying to steer Mike away from the men's guidance and back to his party lifestyle. Buddy has a strong hold on Mike as his closest friend and doesn't like the idea of Mike turning his life around.

As Jonathan and Mark work hard to help Mike, they discover that Buddy could be the root of Mike's problems. They suspect Buddy is involved in selling drugs in the town which has led to the deaths of many young people. The town's sheriff, who is a good friend of Buddy's father, does not believe that the accusations against Buddy are true. Jonathan and Mark try to get the sheriff to take action against Buddy, but he refuses to believe that Buddy could be responsible for anything that would hurt others.

With little success in getting the authorities to take action, Jonathan and Mark focus their attention on Mike's rehabilitation and try to get him fix his drug addiction and lead a good life. However, Buddy continues to intervene, causing Mike to relapse again and again. To make matters worse, Jonathan and Mark find out that it's not just drugs that Buddy is selling, but illegal firearms as well.

With the town's law enforcement not making any moves against Buddy and his gang, Jonathan and Mark realize that they need to step in themselves. The episode climaxes when they stage a high-speed car chase as they try to get Buddy's gang arrested. The story ends with a thrilling standoff between the good guys and bad guys, resulting in a shocking conclusion that will leave everyone on the edge of their seats.

Overall, Highway to Heaven's The Devil and Jonathan Smith is a thrilling and heart-warming episode that tackles deep subjects such as grief, addiction, and evil. It's an inspiring story of the good guys taking on corrupt authority and saving one person's life from going down the wrong path.
